Unable to enter description for issues in JIRA

Problem
It's not possible to enter description and comments when creating/editing an issue. Mouse pointer will be a "spinning wheel" when it is hovered over the Wiki Toolbar in the description
Cause
The JIRA Drag and Drop Attachment Plugin add-on (System add-on) is disabled. System add-ons are crucial to features in JIRA and shouldn't be disabled
Resolution
- Navigate to the Manage add-ons page
- Display All add-ons
- Search for JIRA Drag and Drop Attachment Plugin
- Enable the add-on
