Automation rule not working after removing the rule actor license

Summary
Automation rules stopped working and you've found that the Rule actor application license was missing.
Solution
The actor who executes the Jira automation rules requires application license, as it executes actions within the project that demands validation of the project permissions.
If you remove the application license from the actor when the rule is executed by that user, it won't contain permission access to the project and the rule will fail.
