Confluence login page is not properly rendered in IE

Symptoms
Confluence login page is not properly rendered in Internet Explorer, as per the following screenshot:
Diagnosis
- Your Confluence is an EAR/WAR installation
- Confluence is configured to run over SSL or HTTPS
- Clearing browser cache/add-ons didn't help
- No JavaScripts error
Cause
This issue occurs if the server sends a "Cache-control:no-store" header or sends a "Cache-control:no-cache" header.
Resolution
Include these Valve elements in the <Context> element of <confluence-install>/conf/server.xml (if your server.xml has no <Context> element configuration, check in <confluence-install>/conf/context.xml instead) :
