Summary

The workspace admin is not able to remove the specific user from the plan and they might be billed even though the user is not using the account. 

Cause

The reason the administrator is not able to remove the user from the plan as the workspace is a personal workspace.

To provide more context on this, when a user signs up for a Bitbucket Cloud account, a workspace is automatically created by Bitbucket for the user. The workspace that is automatically created by Bitbucket (not manually by the user) is called a personal workspace. The personal workspace is linked to an Atlassian account and with a personal email address.

Please note that, from February 2023, we no longer create personal workspaces when a user signs up for a Bitbucket Cloud account.

Deleting the Atlassian account for the user which is associated with the personal workspace will halt all other users who are part of the workspace. 

Solution

Option 1: Create a new shared workspace and transfer the repositories from the personal workspace:

Create a new workspace > add the required groups > transfer the repositories from the current workspace to the new one.

Option 2: Change the primary email address associated with the personal workspace  / Transfer ownership:

Using this option you can change the primary email address of the user who is not using the Bitbucket subscription to the user who is using the subscription. In this way, you can avoid billing the inactive user. 

• Log in to your Bitbucket account with your personal workspace.
• Add the email address as an email alias in the Bitbucket account.

   Please note that the email address you wish to add should not have an existing Bitbucket account. 

• Once you have added the email address as an alias, you can reach out to the Bitbucket Cloud Support team to switch to the primary email address.
