Problem

When creating a new project in JIRA, the page hangs and nothing loads or no boards can be created in Agile. 

The following appears in the jira.log

ERROR sysadmin 755x50818x2 1lzz91j 4.15.43.214,165.254.226.209 /rest/project-templates/1.0/templates [common.error.jersey.ThrowableExceptionMapper] Uncaught exception thrown by REST service: The project has been created but an exception occurred while configuring the project template. Please refer to the logs for more information.

Cause

JIRA is unable to create a board or load after creating a new project due to the user not having the permission "Create Shared Objects" in Global Permissions. 

Resolution

Go to Global Permission and ensure that the right groups or users are listed under the "Create Shared Objects".
