Advanced Road Map configuration page gets blank after upgrading to Jira 9.1.0

Summary
After upgrading to Jira 9.1.0, Advanced Road Map configuration page ( Plans > Configure ) does not render, only appearing a blank page.
Environment
Data Center / Server 9.1.0
Diagnosis
- HAR File does not show any results
- Safe-Mode does not fix it
- Deleting the plugin's caches and pluginstate table's row does not fix it
- Restarting does not fix it
Cause
- Custom Announcement Banner could cause the Advanced Road Map configuration page ( Plans > Configure ) to not render, only appearing a blank page.
Solution
- Remove the custom Announcement Banner HTML code. Go to System > Under User Interface > Select Announcement Banner > Remove all the content and save it.
- In case the issue is fixed after removing the Announcement Banner HTML code, it seems that, since Jira's core code in version 9.1 has changed, the Announcement Banner's custom code, will also need to be adapted to work on this new version.
