This can be done, but it will be a global change – it's not possible disable/hide it from a set of specific users (or groups). To do so, see the steps below:

Resolution

Steps for JIRA 6.2.4 and Earlier

  1. Browse to Administration >> Add-Ons >> Manage Add-Ons;
  2. Click in Show System Plugins;
  3. Use the input box for filtering Issue Operations Plugin;
  4. Click on xx of 33 modules enabled;
  5. Now, look for the View Issue Ops Bar Attach Screenshot Link (attach-screenshot) module and click in disable.

Starting with JIRA 6.2.5, a newer version of the Attach Screenshot applet was implemented. In addition to the steps above, the following steps are necessary to fully disable this feature:

Additional Steps for JIRA 6.2.5 and Later

  1. Browse to Administration >> Add-Ons >> Manage Add-Ons;
  2. Click in Show System Plugins;
  3. Use the input box for filtering Attach Image for JIRA;
  4. Click the Attach Image for JIRA filter result to expand;
  5. Click Disable to disable the add-on.

(info) The changes will be applied on the fly, you don't need to restart JIRA.
