Summary

Unable to see the fields in the right-hand panel in the issue layout tab.

Environment

Jira Cloud.

Even though the user has the Admin role in the project, still can not see the right-hand panel in the issue layout tab.

The Jira Global Administrator permission is missing.

The user needs to have the Jira Global Admin Permission and they will see the right-hand panel looks like this:
