Jira installer results in 'java.lang.UnsatisfiedLinkError' error

Symptoms
After installing Jira, the administrator is presented with an install4jerror like the following:

Cause
An UnsatisfiedLinkError is thrown when the JVM attempts to load a native library and that library does not exist using the PATH environmental variable.
Resolution
- Check to see if the PATH environmental variable is pointing to a valid Java installation.
- Check to see if JAVA_HOME is set to a valid Java installation
- Make sure that you run the installer as an Administrator
