Summary

Users can't see the development panel on the issues on some project although they have the View development tools permission on these projects.

Cause

This can happen if the system field Development is not added to the issue layout on these projects.

Solution

1. Navigate to the project settings.
2. Under Issues, click on the Layout tab.
3. On the right hand side, search for the Development field in the search bar.
4. Add the Development field to the issue layout.
