Problem

Jira fails to start.

The following appears in the catalina.out:

eval: 1: 127.0.0.1: not found
eval: 1: *.atlassian.com: not found
eval: 1: localhost: not found
eval: 1: 193.168.1.*: not found

Diagnosis

You are using the JVM parameter -DnonProxyHosts with a pipe character('|') to list multiple entries.

Cause

The use of the pipe character in -DnonProxyHosts needs to be escaped. See -Dhttp.nonProxyHosts Does Not Work for more details.
