There are two incoming mail jobs in out of the box Jira:

Each mechanism works differently specially when there are required fields (check Specifying field behavior):

  • For Jira's mail handler (Admin > System > Incoming Mail), independent on required fields on specified in field behavior and screens, the e-mails (although not providing all fields, including required) are processed and create issues without the required fields.

  • For Jira Service Management (Project Settings > Email requests), emails are only processed if all fields different than Summary and Description are optional. As the image:
