Missing Project In Send Email selection list

Problem
Using the 'Send Email' to groups of user based on project from SYSTEM > SEND EMAIL , when selecting the project from the selection list, the project is missing or not shown
Diagnostic Steps
- Project exist and should be showing in the list
Cause
Administrator are not having enough permission for the project, thus not able to see the project from the list.
Resolution
Ensure JIRA Admin is given permission for the following in the Project's Permission :
- Administer Project
- Browse Project
