Symptoms

1. After upgraded to JIRA 4.4, jira-administrator is not able to create project with the following condition:
   • 'Project Lead' field does not consist any users.
   • 'Project Avatar' has no picture.
2. No error is thrown in log.
3. The following create new project screen shown instead of new JIRA 4.4 add project screen.
   

Cause

JIRA 4.4 is still referring to the old JIRA JSP caches inside Tomcat work directory.

Resolution

Shutdown JIRA, remove caches under Tomcat/work directory and restart JIRA.
