Summary

Learn what to do when your project migration fails with the error "Jira failed to ingest entity Permission Scheme".

Overview

When migrating projects with the Jira Cloud Migration Assistant (JCMA), the project migration fails, and the below error is logged:

ERROR <pkey> project-import Jira failed to ingest entity Permission Scheme '<Permission Scheme Name>'. 
Reason: IllegalStateException: Errors: {holder.parameter=Group 'Jira Users' does not exist}

This means that the JCMA could not create that specific permission scheme in Jira Cloud as a group referenced in this permission scheme no longer exists in the source instance.

Solution

There are two options to resolve the error:

  • Edit the Permission Scheme that failed and remove any references to the group that doesn't exist.
  • Create a new empty group with the same group name as the one that doesn't exist.

In cases where the group comes from an external directory, the group can be re-enabled.

We recommend recreating the group with the same name if re-enabling is not desired.
