Troubleshooting "You can't access this board - You don't have permission to access this board based on its filter. To access this board, update the filter's owner and permissions"

Problem
When attempting to view a board you see the following message:
You may see this message even if you are the administrator of the board (which you can check by going to YOUR_SITE_NAME.atlassian.net/jira/boards):
Explanation
The board is using a filter owned by someone who has set its visibility to private. You can confirm this by clicking on the blue View filter button (see first screenshot, above). If the filter is private, it will appear like so:
Solution
As a site admin you have several options. First, you can ask the filter owner (Morty in the last screenshot) to set the Viewers to Public. Important: The filter owner must have the "Share dashboards and filters" global permission in order to make their filter public.
If you want to immediately update the filter's visibility without asking its current owner, you can perform this action yourself by changing the filter's owner to yourself:
Once you have done so, you can go to the filter which you now own, click Filter details > Edit permissions:
In the Update filter modal that opens, under Viewers select Public. Click Add and then Save:
The filter is now public and you will able to access the boards on which it is used.
