Bamboo startup fails with error "Couldn't save bamboo-shared.cfg.xml to directory"

Summary
Bamboo start failed with below error
fatal bootstrap Bamboo bootstrap failed: Couldn't save bamboo-shared.cfg.xml to <Bamboo-home>\shared\configuration directory
Environment
This issue appeared on Bamboo 8.X deployed on a Windows server and running as a service but it may appear on other supported versions as well.
Diagnosis
Checking the <bamboo-home>logs>atlassian-bamboo.log we can find below error message
fatal bootstrap Bamboo bootstrap failed: Couldn't save bamboo-shared.cfg.xml to D:/bamboo-home\shared\configuration
Checking the Windows service log on user and checking if it has the correct permission to access Bamboo home directory
Cause
The user running the service doesn't have the correct permissions to access Bamboo home directory
Solution
Make sure that the user running Bamboo service has the correct read/write permission to access Bamboo home directory
