Can't mention other users on Jira Cloud work items

Summary
When typing the @ symbol in the comment section of a Jira work item, a list of user names does not appear.
Grant "Browse users and groups" global permission
In order to @mention other users on Jira work items, you must have the Browse users and groups Global Permission. Without this permission, a list of users will not appear when you type @.
A Jira administrator can grant this permission to others:
Choose
Settings > System
Select Global Permissions
- Grant the affected user the Browse users and groups permission
- Alternatively, add the affected user to one of the groups that is granted this permission
What users will appear in the @mention dropdown?
In order for a user to appear in the @mention dropdown, that user must have the Browse Projects project permission.
