Error Resetting the User Invitation URL

Symptoms
When attempting to reset user invitation link, Confluence shows an error: "There was an error generating a new invitation URL".
The following appears in the atlassian-confluence.log

Cause
You are accessing Confluence with the wrong base URL, or the incorrect base URL is configured.
Resolution
Access Confluence with the base URL specified in Confluence Administration > General Configuration.
