Diagnosis

Labels created in Jira Cloud are typically project-specific, especially within team-managed projects. This means that labels added in one team-managed project are not automatically visible or accessible in another team-managed project. The visibility of these labels across different projects is contingent upon user permissions and access levels.

A common symptom of this issue is when a user, who is working in one team-managed project, attempts to list or search labels that were created in another team-managed project and finds that they are unable to do so. This is likely because the user does not have the necessary access to the project where the labels were originally created.

Solution

Provide users with the necessary access to the project where the labels were originally created.
